Maybe you should try to hard reboot. As far as I know, a hard reboot will solve most common problems. If that doesn't work, maybe you can switch to another tool to restore iPod. TunesKit iOS System Recovery I recommend, because it can restore without data loss, and I haven't experienced restore fail...

2. Hard reboot
3. restore. Do not use itunes restore because it erase all your data. Use TunesKit iOS System Recovery to restore your phone, it will cause no data loss.
