Maybe you should try to hard reboot. As far as I know, a hard reboot will solve most common problems. If that doesn't work, maybe you can switch to another tool to restore iPod. TunesKit iOS System Recovery I recommend, because it can restore without data loss, and I haven't experienced restore fail...

It is quite common a problem, you can try these steps:
1. Restart both your computer and iPhone. iPhone needs hard reboot.
2. Update your iTunes to the latest version
3. Restore your iPhone with TunesKit iOS System Recovery, because it can restore without data loss.

2. Hard reboot
3. restore. Do not use itunes restore because it erase all your data. Use TunesKit iOS System Recovery to restore your phone, it will cause no data loss.
