Cannot skip setup ~ iOS 13.5 ~ iPhone 7

FindMyiPhone is disabled
Phone is activated
3uTools v2.39

Need to skip setup. Tried once, and the app said "success", but the phone is still on the Welcome screen.
Every time now when I try to select "skip setup" it tells me it has already done it - cannot get 3uTools to resend the command.

Do not have SHSH blobs saved to flash an earlier firmware.

Any suggestions for how to bypass setup gratefully received.

Never mind - fixed it by choosing "erase all data" and NOT activating phone.
After restart, once the welcome screen came up, went back to "Skip Setup" and was able to re-select skip "setup option", which worked this time.

Went back and verified - if the phone is activated from the phone itself, "skip setup" does not work. 3uTools thinks it has worked, but the phone is still on the welcome screen.

Erase all Data again, but DO NOT activate the phone. Wait for welcome screen. Choose "skip setup" from toolbox, then under the iPhone itself, click "Skip Setup" checkbox without selecting "activation" first. iPhone bypasses welcome screen.

It could be attributed to the iOS system glitches. You can have a software update if it is available. If the issue still troubles you, try out using professional iOS system repair programs like TunesKit iOS System Repair to deal with it. But to remind you, this will cost you a little buck.
