Downgrade support

I really need to be able to go from 12.3 back to 12.1.x and I know 3uTools does not currently support that. Curious why are downgrades limited to only 1-2 previous releases? Is it just a limitation of this software, or something to do with Apple security? Are there other methods/tools out there that could make this happen?
