Flash wont work

Flash wont work
So my little brother had the beta for the new Ios and i guess he wanted to take it off so he started to restore it and now its stuck on the restore screen. I've tried restoring it from itunes and it starts the resetting process then goes black and goes back to the black Restore screen. I tried doing the flash thing and it didnt work either... Is the phone dead at this point?

Dear, did you flasho on 3uTools? If so, what is the error code on 3uTools?
