What does application failed:lnit anisettedata fail mean

I have the same error every time I try to sign with Apple ID for IPA. Any ideas how to resolve this. It worked last week. With 2-factor authentication AppleID it always failed. But with 1-factor AppleID it worked twice last 2 weeks. But now I am getting this:
Create application failed : Init anisetteData failed.
Phone is connected, AppleID is unlocked and I can logon to apple web. I also logged on to iTunes.
Any ideas how to solve this?
