I tried to restore on Itunes, it's stuck on "Waiting for iPod"
In 3utools, when the flashing reaches "Receiving data from apple mobile device" it says Failed to flash

Maybe you should try to hard reboot. As far as I know, a hard reboot will solve most common problems.
If that doesn't work, maybe you can switch to another tool to restore iPod. TunesKit iOS System Recovery I recommend, because it can restore without data loss, and I haven't experienced restore failure using this tool.
