iPad2 downgrade fails with SHSH issue

Trying to downgrade iPad2 (A1396) to v6.1.3 or 8.4.1. 3uTools states this should be possible without the SHSH file. Everything goes fine, iPad in DFU mode, I start Pro Flash, in Quick Flash mode. Then after reading Random NONCE, it goes like this:

Cannot go around this. This method is supposed to work.
Please advise.
