Activate without SIM card?

I have Iphone 6 with no modem firmware so I can't use my sim. Is it possible to activate this iphone without sim card using 3utools? Thanks

Hello, you could flash your iPhone 6 without sim card, but you need to choose "retain users data while flashing" in 3uTools. Or you need to use a sim card to activate your iPhone again.

Actually, I'm not sure whether it is possible to activate iPhone without SIM, But I have also read from other posts that someone can activate via iTunes or emergency call without a SIM card.
