hello to whoever reading this but i just need 1 simple question if i format or restore the iphone 5s that i found on the street will this iphone get icloud locked if i use this 3utool thing?

Even though you flash with 3uTools, you still need to activate the iPhone 5s with the original Apple ID and passcode. You should give it back to the owner.
