iPhone 4 returns to hello after icloud username and password entered

Hi, I'm trying to get into my iPhone 4 and have had a tough time with it. I did the whole flash thing etc., but it's still giving me issues. I went through the Hello screen, chose my language, linked it to my wifi. As soon as I put my icloud username and password in the phone returns to the hello screen just to have me go through it all again. Any help would be appreciated!!
