Strange problem with Ipad 2, cannot update to 9.3.5

I have bought an iPad 2 which was stuck in recovery mode. An iTunes restore does not work and I just found about 3uTools.
I have been able to restore using easy flash to 6.1.3. The iPad then can be updated to 8.4.1 OTA without a problem. 9.3.5 is then offered, which is downloaded, goes through the upgrade process and the iPad restarts with the 8.4.1 software and 9.3.5 available to download again.
Using easy flash with 9.3.5 it gets to 19% and then waits for about 7 minutes before failing and is back in recovery mode
Using pro flash with 6.1.3 works fine, with 9.3.5 it also fails, but only when the progress bar is almost at the far right, but the memory address counter does not increment.
Genuine cable, different USB ports used, the cable and PC have been used for iTunes restores without any similar problems.
Any suggestions, as the flash works every time on 6.1.3 and an OTA to 8.4.1 work fine it doesn't seem to be a hardware issue ???. It is an early iPad 2, comes up as model 2,1 2011 model
