Question: import shsh blob offline

Hello,
Is it possible for me to use an shsh file that I have local on my computer, without connecting to the internet? I'd like for it to work similarly to importing a locally downloaded firmware. After trying for a while, it seems every method of flashing requires an internet connection, either to the 3u servers or Apples servers. I've pre-generated the necessary shsh file using TSS saver, so it should not need to contact Apple.
