Importing Photos doesn't work

Using 3uTools to import photos, I've come across a problem. I get asked "Waiting for you to open "PicTools" on iDevice" which says it's supported for anything IOS 12.1 and newer. However, there is no PicTools app on the appstore, and so how am I supposed to import photos?

When you import photos using 3uTools, 3uTools will automatically install Pictools on your device. You could not find it in App Store.
