Store required me to unpackage and turn on brand new iPhone?

So I went to a carrier location and bought a brand new iPhone. I was expecting to bring home a brand new sealed box, but the store had already opened the box for me by the time they handed the box to the counter, and required me to turn on the phone in front of them. They told me it is part of Appleā€™s policy. Is it true that it is part of their policy to never sell walk-in customers a brand new iPhone in a sealed box?
