Firstly, you can not jailbreak iOS9.3.3, because PanGu jailbreak tool doesn't support this iOS version.
And you can not downgrade your idevice to an older firware, because Apple has stopped the signing of iOS 9.3.3/9.3.4, you are suggested to upgrade your iDevice to iOS9.3.5 using 3uTools.
In addition, Apple has stopped the signing of iOS7, so you can't backup data files.

You 're right, PanGu jailbreak tool only supports 64-bit iDevices, so you can not jailbreak 32-bit iDevice using it.

Good news folks! iOS 9.3.3 is now possible. The new Pangu tool allows you to jailbreak iOS 9.2 and onwards. I have run it successfully on my iPhone 6s and hope you guys will find it helpful too..!!
