could not activate ipad

Hi, I'm from Indonesia. i have a problem with my newly purchased ipad. i cant seem to activate the ipad. it always stuck at "could not activate ipad" screen. can anybody help me?

What is your iOS version, friend?
It seems so many people meet the same activation problem like you after they upgraded to iOS 11. And we think this problem is about apple.

thank you for responding. ;). i just updated to ios 11.2 3 weeks ago. i don't know whats wrong.
